Could those statements be applicable?

Basically, there's a one character who constantly threatens others when they piss him off, something like "I will shatter every bone in your body if you won't shut up" as he (seemingly) effortlessly chokes someone who pissed him off and throws him to the ground without killing him. There's nothing to prove or disprove that he's capable of doing such heavy damage to anyone, but he doesn't have any anti-feats that could suggest otherwise, everyone is just way too afraid to find this out and it basically keeps viewers/readers guessing

The question is - should he scale to his on screen feats (lifting someone effortlessly and choking) or to something he threatens to do?

I think most of the "threaten to do X" falls under Possibly ratings.
