No, Garou can just creates balck holes and supernovas to weaken the attack and he still has a much greater durability + spamming portals to deflect the attck and avoid it

Cell is as skilled as Garou as far as I'm aware, so multiple cells who can blind him could probably do it

Instinctive Action's PA: Being able to act in a more skilled or precise way than what the user is otherwise capable of, or act when the user is incapable of.
Also, even if Cell's attack lands, Garou's AP will enable him to stay in the fight even if he is blinded. Btw, couldn't Garou just copy the absorption technique?
