Round 1: Depending on how casual this bullet-timing was, Deathstroke could just shoot him. Industrial-era bullets are a lot slower than they are now.

Round 2: I feel like Corvo probably has something that would let him blitz but I'm not sure because I don't think the page lists all of his abilities.

Ok after seeing some gameplay I feel like Round 1 goes to Deathstroke, but Round 2 goes to Corvo unless Deathstroke hits him with something heavy immediately.

Round 1 goes to Deathstroke for reasons stated by 960achille.

I would almost argue that Round 2 is inconclusive. If Corvo gets off a timestop, it's over. But Deathstroke is faster, so he might manage to take Corvo out before he could.
