For example, the Butch the Bully profile states that Cool Cat survived the destruction of all dimensions, although thanks to True Coolness, Cool Cat is beyond any and all concepts of death, which overshadows this feat completely.

Considering that he needs to be using Infinity Instinct to be on par with Cool Cat's tier, no. And that's just Season 1 True Coolness. Season 2 is a completely different story. Season 2 Cool Cat accidentally put Azathoth into a coma (the Aleverse is Azathoth's dream, Cool Cat accidentally created it when he put Azathoth into a coma), accidentally destroyed the Suggsverse, and is on par with Dirty Dog. And that isn't even taking his hax into account.
