Confused about Elsa's 6-C rating (Frozen)

So Elsa is currently rated as 6-C due to freezing over all Arendelle. Esdeath on the other hand is rated as 6-B for an almost identical feat , although on a larger scale, but it is only Environmental Destruction.

Is there any reason why Elsa's feat is pure AP while Esdeath's isn't? Am I missing something here?
