Uh, I was reading some verses that has the elements as Concepts, some of the characters can ''acess the concept of fire'' to use flame attacks, does the flame attacks also are conceptual despite not being stated?

That sounds like a really vague way of interpreting it, I would give Fire Manipulation to someone with that statement, but Conceptual manipulation sounds like a big jump.
