The dark hado itself didnt find Rugal as powerful enough to wield it at best, its kinda a callback to how in kof95 he tried the same with the Orochi power and it backfired on him
Its nothing specific for Akuma here as hax nor resistance, it would be a little resistance for Rugal given he could handle it for some time
If we wanna bring up recent info, the dark hado itself can be its own entity like Kage and Oni, which would explain the Akuma/Rugal hybrid looking character possibly being Rugal own Kage/Oni thing which became its own thing off from Rugal, going back to earlier stuff
