Collapsing "walls" between universes

Verse X contains a 2-B multiverse with countless space times, Character A launches an attack so powerful it collapses all the barriers in the multiverse, effectively consolidating all of the countless different universes into a singular universe.

A. Would this feat be considered 2-B?
B. Character B destroys this new singular consolidated universe, would character B get a Low 2-C or 2-B rating?
