Can Persona user use the cognition ability? also does cognition only apply on resistances not on the p&a? plus who are the Persona users who uses Cognition?

All of them can, but most of what you see there are stuff nobody uses in character

1. Any human in Megami Tensei, even those who are only partially human, has the capability to. However, only a select few know they even have it, and thus very little can actively utilize Cognition.

Everyone can, they're just not actively using it. Some character like Messiahs are capable of using it actively tho. Adam Kadmon is capable of using Cognition actively.
