If healing is limited, then goku would have the edge with IT and solar flare. If healing is allowed, then this isn't even a fight since cloud can continuously use curaga on himself.

Cloud turns him into a toad or to stone, teleports Goku into space, poisons him, paralyzes him with Cross-Slash, and if that's not enough, he has energy and elemental manipulation to keep up with Goku, and Goku's flight won't be a big factor as Cloud's main enemy can fly in the for of Safer Sephiroth.

Can't leave battle grounds but Goku can still fly to keep as long as he doesn't stray to far.

The Budokai rules destroies the majority of his stuff.

Goku has fought in this tournament for years and knows the in and outs so he has the advantage there.

Goku destroies the arena and and cloud has no where to stand giving Goku the win.

It's a fighter who's whole schtick is a giant sword. This battle takes away his giant sword. If and when Goku wins, it wouldn't be added as it takes too much from Cloud, let alone his deadly hax (though technically, everything I brought up earlier won't technically kill Goku).

No, this is a spite match. OP removed everything that makes Cloud, Cloud.

Let's change this and have the OP say "Goku only has enough Ki to survive."

Cloud isn't helpless just because he doesn't have his sword doesn't mean he can't fight.If Cloud had his Sword he would win 8/10 times.

Sigh. Magic is based off Materia. Cloud needs Materia. Materia counts as weapons in FFverse.

His Materia is in his sword and his weapons. Cloud is being neutered here to give Goku a chance.

Cloud needs his weapons to use Materia. Materia is attached to his sword or defense mechanism or accessory of choice. If the OP changes it to no weapons but can use his Materia, it becomes an impossible match.

Even though I know the use of weapons is prohibited in the Tenkaichi Budokai (otherwise you get disqualified if bearing arms), but if Cloud uses his trademark sword, then should Goku use his Nyoibo as well? This match is basically in hand-to-hand combat, right?

Problam is while Goku still can use just about everything he has cloud only has his body,no magic no nothing which is unfair

in a budokai fight you cannot use weapons/armor, therefore, cloud cant equip Materia and use his hax.
