Ch'rell Shredder Feats

I believe the water tower feat can apply to 1987 Shredder as Ch'rell casually knocks him back, 1987 Shredder also appeared in the 2012 series and is implied to be weaker than the 2012 Shredder so that's also a feat. I haven't watched the series in a hot minute so I'll make another thread when I calculate more.

The explosion calc is whack. We only use the horizontal diameter, we don't account for height, ever. This thing shouldn't exceed 14 tons of TNT, which is 8-B, City Block level as per our tiering system.
