Neji via Gentle Fist, and higher stamina, so he can play the waiting game, until Choji gets tired/runs out of energy, and just pummel him with 8 trigrams 64 palms. He also has rotation to defend him from Choji's attacks. He could also fairly easily just block out his chakras rendering Choji's butterfly mode useless.
