Hinata wins this. She has City level+ AP compared to Chi-Chi's Town level to Small City level AP.

If it's hand-to-hand combat then I'd say Chi-Chi. Both are high-end hypersonic but I'd reckon Chi-Chi is more skilled and could probably take more considering she was able to hold her own against Goku in the tournament despite him training under multiple masters and gods (even if he was holding back) but if it's a no bounds fight then Hinata due to better technique pool.

Goku wasn't fighting back but he still had to keep on his toes and actually had to dodge/block her attacks... the fact he put any effort into avoiding her attacks even forcing him into the air and still fought him (something of which Nam struggled to do with him in the 21st Budokai) with intense speed (she even had a stance) suggests she's quite forminable in skills especially considering Goku pretty much clowned Tien in the same tournament despite still having his weights on (they were about even stat-wise) before the latter speed blitzed.Alice Liddel in WikiLand said:
