Mogul has no 2-C key. You can't get it even with his Chaos Emerald multiplier.

What? Isn't Mogul superior to Naugus, who expanded a dimension to be infinite? Naugus, who used the same magic that Mogul created and Mogul has superiority over the magic.

Naugus had a Low 2-C Key, and he wasn't using a Chaos Emerald.

@ShakeResounding Fine, I brought it down to Low 2-C. Even though Mogul is now consider Low 2-C without a Chaos Emerald.

Sigh, then what do I do? Mogul is considered Low 2-C without a Chaos Emerald. Logically with a Chaos Emerald (a single Chaos Emerald can warp reality of at least two universes), Mogul should be raise to 2-C with a Chaos Emerald.

With Mogul's mastery of Chaos energy and his Ixis Magic (magic that expand a little pocket dimension into being a universe), I don't see why Mogul wouldn't be considered 2-C with a Chaos Emerald.

I don't know enough about Mogul to give a definite answer, but based on what I've seen in his file and the tiers for each of them used in this batlte, I'm just gonna go with inconclusive, if not a win for Chara.
