I think Mew wins for versitility. Reflect Type would make Mew become a water type, and by pokemon laws, then resist most of Chaos' attacks. Me First would catch Chaos in his own attacks before they hit Mew, and since Chaos is apperently weak to ice moves, his own Chaos Bind would both hurt and incapcitate. If Chaos does manage to Bind Mew, then Syncronize would just bounce it back anyway, so Chaos is hurting himself by Bind Mew no matter what. Aura Sphere, Nasty Plot and Amnesia are self-explanintorly bad for Chaos, and Metronome, while not super useful, can randomly pull off any number of Ice-type moves that could freeze Chaos solid.
