Either way it would scale. If you forge a weapon with steel, it's going to be as tough and resilient as steel. Forge a weapon with the energy of a country, and you get a sword as resilient and tough as the country. That's pretty much how it works. Yoru has higher AP but her body doesn’t scale to it unlike PochitaPlanetary range weaponification/transmutation. Also, she either made a contract with the president or went so delulu with the "I don't have to do it alone" that she thinks she owns the whole country now. Also, Yoru is still kinda comparable to pochita physically, just slightly inferior in AP (or equal) and way less durable.
