Hmm. From what I can tell, The Angel Devil seemingly makes it pretty clear that it's only his physical body that gets that ability. I'm not too sure tho

Why is makima not city level over making Pochita bleed if Pochita is more feared than 100% Gun Devil who is city level

Gun Devil only has that by ramming and doesn't scale to it.
Only part 2 Pochita (and those who scale to him) scales above it

Pochita has 3 keys, Part 1, Weakened and Part 2. Makima harmed Part 1 Pochita, therefore, her telekenesis scales to his stats which is town level and likely large town level. During that point in time, Pochita was not more feared than the 100% Gun. Hope that makes sense.

Makima bypassed darkness's shield (which is his hax), if she forcibly broke his shield however then you could argue H7-A (currently it is H7-A btw) for her. Currently none of the primal fear's physicals should ever scale to Gun Goddess unless shown, so that's that.

Are we serious? Pochita's arm moves at that speed when throwing his heart. It is the cut and dry meaning of combat speed.

Yoru will be dabbling in various forms of speed with her different keys. But to answer your question, no, not because of what you described. That doesn't make any sense.
