Devils should have Conceptual Manipulation or at least Limited Conceptual Manipulation since their entire existence and power is connected to the concept they embody and control,allowing them other abilities through that concept

This power gets stronger if that ''name'' becomes more feared

The devils themselves, although they embody fears, that in itself is not conceptual manipulation, that is literally abstract existence.
but technically there are certain devils that possibly can have conceptual manipulation, but that, certain devils, and also that do not appear.
and chainsaw devil is able to eat other devils and then erase the fear and the object that was feared.

But their abilities are byproducts of their existence,and their existence is created through fears of humanity (is literally what brings them life and allows them to be ressurected) as you said yourself if chainsaw destroys them the object that was feared also disappears.

Pretty sure they just embody concepts, but embodying a concept and gaining power from it doesn't inherently enable you to manipulate it.
Just abstract stuff imo. A few could have it tho, and CSM has Conceptual EE I think, but that isn't a standard thing.

I agree it's debatable that not all of them should have,but the ones that are more abstract (Darkness,Control for example) should have it.
