"Up to 1-C" is meant to tell us that it can shield them from attacks on that level (6-D), but Low 2-C attacks and the such can still make them lose rings.

This argument makes no sense and is just grasping at straws. The effects Rings don't increase in potency as a fight progresses. "Up to 1-C" is just meant to denote Rings can allow users to survive attacks ranging up to that tier.

I honestly have no idea what you're referring to.
The scene that gave rings 1-C Damage Transferal is this one (Supreme throws a 6-D Death Ball-like attack at Super Sonic, Sonic reverts back to Base (A.k.a he'd be Low 2-C at the moment) and takes the full brunt of the attack, but because the rings shield him, he survives).

Hmm, I'm thinking Cell's best shot is a sustained beam to try and muscle through Metal's Rings in one go, before Metal copies. Though he'd basically have to open that right out of the gate (which I doubt he'd do), and even then, I dunno if he can get past 50 Rings before Metal has had enough time to copy and retaliate. Currently voting for Neo Metal

I think lowering the Rings to 5 - 10 is more fair, mainly because I don't think Cell would even manage that due to a few factors:

• In-character Speed Amps (4x via Spin Dash/Drop Dash/Super Peel Out, 8x via Boost)
• Like Glace said, a sustained beam could chip away at Neo Metal's Rings in a fashion similar to Sonic Boosting through Shadow's Rings. However, likely won't happen due to Neo's various methods of protection (Boost Aura, Black Shield, etc).
• Neo Metal has Reactions that are 4x greater than his Combat/Travel Speed, making it an uphill battle for Cell to tag him.
• Neo Metal has superior combat skill, as he's a composite of Modern Sonic, Knuckles, and Shadow alongside Dr. Eggman's Intelligence.

Honestly, give Neo Metal one single Ring and I still vote for him.
