After Cartoon Krypto got upgraded, why not make this match?

Speed is equalized.

Krypto is in his Season 2 Key and has his Timestopper.

Welp for one Sonic has his rings which with one will amplify him to the point he can one shot himself before using them he uses those pretty standardly as well

As far as I know, he doesn't start off with it instantly, He'd usually fly towards the opponent to punch them or use his heat vision against them. But he'd use it if his opponent tries to escape or attempt to have higher advantages with the Timestopper. Krypto could also disorient him with his Super Howl.

They do scale to his attack speed actually, and speed is already equalized for this match

You can't equalize things that have a speed separate to the character unless you directly state so in the OP. It's not the case here, so it's okay.

Again, are flight and running speed equalized?
 
His attacks aren't even seperate in his page, I don't know where you're getting that from.

And the speed equalization rules say those get equalized too by the same multiplier.

Attack speed, flight speed, travel speed, reactions are reduced by the same multiplier, not equalized. This means that those speeds would still be as many times fast or slower than the combatants combat speed. So if their travel speed was 100x faster than their combat speed, it'd now be 100x faster than the new combat speed via equalization

I see, but in this case. Krypto's flight speed is all equivalent to his combat speed, attack, and reactions. And Sonic's FTL speed appears to be equal to everything in his part.
