As far as I know, he doesn't start off with it instantly, He'd usually fly towards the opponent to punch them or use his heat vision against them. But he'd use it if his opponent tries to escape or attempt to have higher advantages with the Timestopper. Krypto could also disorient him with his Super Howl.

This means that those speeds would still be as many times fast or slower than the combatants combat speed. So if their travel speed was 100x faster than their combat speed, it'd now be 100x faster than the new combat speed via equalization

I see, but in this case. Krypto's flight speed is all equivalent to his combat speed, attack, and reactions. And Sonic's FTL speed appears to be equal to everything in his part.
