Pretty sure Grove Street thugs don't stand a chance against Batman. He fights thugs with guns on a daily basis.

The only issue is CJ's range, but I think Batman is smart enough to be able to take out his Jetpack, forcing him onto the ground.

Lol Ik I was just ******** around with that one but for sure CJ could definitely get some distance with them distracting batman

Smoke pellets would be pretty dangerous to the homies, but its not like that matters considering the fights in Central Park, so no summons for CJ.
That said, I'll be voting Batman, he's a far more experienced fighter, and has just enough equipment on his person to make that matter.

He has range but Batman kinda outdoes him in skill and experience, seems like a pretty solid victory for Batman here

I wouldn't say it's solid personally. CJ's better at a range and the Jetpack can help him widden that range.
Also where is CJ's limited flight ability from the Jetpack? Don't see it on his profile.

While CJ has the ability to fly, I believe the trees will be able to give Batman some cover from his ranged attacks. I think a well placed batarang should be able to damage his jetpack onto the ground. He should be able to use stealth to get in close up to CJ and definitely has the superior H2H advantage, although he needs to be careful of any melee weapons that CJ has. Batman 8/10
