I vote to Carl Johnson.
While Dr. Edward Richtofen clearly has overwhelmingly higher intelligence and abilities such as Mid-Low Reg, I have failed to find evidence which could clearly state that he is also smart in planning to deal with enemies (especially when he is not given preparation time). Also, as Grandlewon said, Carl Johnson has far higher Durability than the doctor (and the doctor's durability is far below both characters' AP), which allows Carl Johnson has more chance to kill the doctor instantly.
