Fiction where the stories assume they can still see when theoretically they shouldn't be able to. If fiction treats it that way that they ignore that theory we don't assume they cannot see on stopped time

Well, generally most character's who can move in Time Stop are immune to it's effects entirely in media. In certain special cases (Jotaro and DIO, namely) who may not currently be able to move but can still perceive, it's likely a special ability of sorts.
