Can someone explain me Gaster's glitchy behaviour ?

He's very glitchy, he can still exist even after he died, but in an unusual way. He doesn't even follow the laws of reality, he speaks in hands (another thing I do not understand) and he's very glitchy. You cannot touch him, no matter how hard you try. Also his Tier is Unknown, can he be Tier 0 ? Also he isn't even behaving like aliving being at all, he also has 2 forms, and is very mysterious. Please, can this behaviour be explained ? Even Omnipotent beings are not as weird as Gaster.

He is not a living being, he was erased from existence, he doesn't even exist at all

He doesn't really speaks in hands, he just speaks in the font Wing Dings

Why he would be Tier 0? He can't interact with anything, since he doesn't exist

So if you say he doesn't exist, how can you still see him ? How can he still speak ? He's one of the weirdest characters there.
