I went through all the profiles of beings listed as Boundless and they are all Tier 0 based on statements. I want to know if it's possible to be Boundless through feats and no power-scaling/statements.

Can feats make a being Boundless?

I believe Tier 0 is being boundless and almighty within its own verse, with no weakness nor limitations (aside from maybe not having Omniscience). What people do to determinate who is Tier 0 is unknown, but at least it need to cover the requeriments mentioned above (or at least I believe so).

Tier 0 doesn't have anything to do with Omnipotence or Sovereingty and all that jazz anymore and is mostly just a level of power, so it is indeed possible to be Tier 0 through feats. That'd be probably a really rare thing though.
