Cabba vs Gotenks

Well expressions are not good indicators and they can be subjective. Since powerscaling is completely destroyed, we don't have a way to know whether Vegeta was holding back. He should've since Cabba became ssj for the first time in his life and likely never received any zenkai since U6 saiyans are peaceful

The narrator also said that the Universe 7 team has the strongest warriors in Universe 7.

Cabba is most likely more powerful, his only fight is with Vegeta and you can tell Vegeta was holding back by the end as he casually knock away Cabba's ki blast and took his punch to the face and didn't flinch and had a smile on his face but he still fought a casual Vegeta and SS3 Gotanks got destroyed by base Copy Vegeta who is Vegeta's equal so we could assume Cabba is more powerful.
Gotenk's has two moves that can help, the Galactic Doughnut which could help restrain him and the Super Ghost Kamikaze Attack which is more powerful then his normal attacks plus could help as distractions. The two problems here are Gotenks's attitude, he is immensely cocky and will damn sure play around and waste time which leads to his next problem his time limit which is lower because he's in SS3 and he will just east more time playing around.
Cabba is serious and isn't the type to fool around and likely possesses the AP and Dura advantage.
So I'd mostly go with Cabba 7 out 10 because of Gotenks's attitude and time limit.
