Byakuya Togami is listed as having Relativistic+ Reactions on his page, but I don't believe this to be the case. The reasoning for the rating is "Should be the same as Komaru Naegi and Guard Monokuma Units who could react to shots from the Hacking Gun". Checking the scene this is likely referring to, we do see Byakuya shoot a monokuma unit that is moving to attack Komaru before she does. However, there are a few reasons that I don't believe this proves his reactions to be faster than Komaru's, or the unit's. To start with, Komaru clearly wasn't prepared to shoot whatsoever. She wasn't even in position to shoot, rather cowering in fear, which makes sense for a girl who's lived an ordinary life. She wasn't prepared for combat, he was. So he didn't react faster than her, he just reacted while she simply didn't. Next, monomuka units only move at superhuman speed. So Byakuya shooting one that's jumping at him just proves he has superhuman reactions, not that he has Relativistic+ reactions.
I have one other thing I'd like to bring up to prove my case. Hina was able to speed blitz Byakuya by slapping him before he could react. The anime version gives another perspective, but can't be seen in the US, and I unfortunately can't find a better link showing it. Luckily, the game itself makes it clear enough in my opinion. He fails to react to Hina here. If he had Relativistic reactions, he should've been able to easily block or dodge that, unless you want to argue that Hina is Relativistic+ (Which would require much more revisions across the verse).
You could also argue that Hina also has Superhuman speed with Relativistic reactions, but it makes more sense to downgrade Byakuya in my opinion.
