If Bowser is able to turn Cell into a brick then he gets my vote other wise my vote goes to Cell due to the destructo disk, and superior range.

I'm betting Bowser due to his hax advantage. Cell doesn't have many ways to put down Bowser for good, while Bowser could just turn Cell into stone or brick.
