Tier 0 is almost always for entities.
A realm, no matter how vast, like infinite, or transcendent it may be, is still fundamentally a defined level or structure within a cosmology, such as a universe, dimension, higher planes, or even an outerversal domain, which means it exists as part of some hierarchical framework of reality, whereas Tier 0 is reserved exclusively for entities or states of existence that completely transcend and stand beyond all possible hierarchies, ontological structures, logical systems, dimensional extensions, and even the conceptual distinctions that define existence and nonexistence themselves. This is why Tier 0 is usually given to entities, not locations

Tier 0 more so is mutually exclusively for just a "pure state". Not necesarilly for a location/structures, as High 1-A+ (Type 2), is the "highest" a "structure" can be given that that's the embodiement of all frameworks of them.
