Because Orochi lost his Low 6-B and Boros became 6-A. It was actually 3rd form Orochi vs Released Boros, but other than a difference in speed and AP, they're stronger forms have no differences than their base forms.

Well, Boros advantage is Regen, Orochi advantage is due being more skilled and is able to copy fighting styles and he has absorption

Hard to say what base Boros would do but since he generally keeps the same moveset in his higher forms, I imagine it's just the same but in his tier and with more gas to spare. If Boros vaporizes enough of Orochi, he should win.
