Is it? Bobert has limitless stamina and can use his flight to maneuver around the school and around Mettaton. Mettaton only has like 12 minutes before he powers down which is not a lot of time. Also, I'm pretty sure that Mettaton can't just revert back to his normal form without someone's help.
