Hmm not even in one SECOND of the film, Blackbeard refuses to fight Bullet after noticing his power.
Anyway, there can be many interpretations of Blackbeard's refusal to recrut Bullet.

Example : "Blackbeard refsued to recrut Bullet because he knows that Bullet is not someone fit to be an underling, let alone HIS underling. Only Roger could control Bullet.

And i'd add that Blackbeard wanted the strongest in his crew so no recruting him bc he was powerful, this is inconscistent
