If I'm reading the profile correctly, Bill does "exist" but as a living idea/abstract entity.

Yes, Bill doesn't "exist" in the physical sense, but they can still be affected by Manipulation or Erasure on a Conceptual level.

Well that doesn't really change the outcome much. Mxy can just create a Quantum Destabilizer into existence and use that to erase Bill. Or wipe the minds of everyone on earth.
