I noticed several people saying bill stomps via quantum manipulation in some thread, so I was wondering to what extents can bill use this power and can someone explain what he can do with it?

It works as a sort of immortality. He is like schordingers cat, both dead and aluve, and extremly difficult to properly damage.

Immune obviously not, but depends the death manip.
If the death manip is like avada kedavra and makes the target dead, it wouldn't work. Or, well, it would, but it's like using it on a corpse, already dead and all.
Conceptual would just overwrite the "and alive" from "dead and and alive"

No. It's something being two contradictory attributes at once until observed. Life and death was just the example he used.

Yes. And that does not make it too complicated for death. Existing in as multiple contradictory possibilities at once does not qualify for that
