Sly can desintegrate elephants in one hit with his eletric cane, make enemies attacks each other, make them sleep, has that thing that freezes all of his enemies, invisibility, time control etc.
Their stats are around the same, but Batman is outclassed in gear.

With prep he jumps quite a few tiers, so it's kind of unfair against any street level.
