That's because Lex absolutely god stomps. Batman is 5A with Hellbat, Lex is 4B.
Though Bats does win the first due to more expierience.

Okay, I established how Lex wins round 1. But we have no idea what he can do in a month and are basing it off assumptions. So again, kind of a stomp.

Round 1: Lex summons a personal force-field that easily no-sold building busting explosions and Vandal Savage's attacks. Batman can't hurt him.
Round 2: Luthor creates a Superman level brick who solos Batman and the Justice League
