I vote for Batman.
Stealth is out of the question in this match, Chase's police scanner sees through walls and can detect and isolate specific audio queues. Chase can paralyze foes from a distance with his blaster, but it lasts for a short time and deals no damage, so it forces him to close in the distance, exactly where Chase would falter. Batman deals with skilled mercs and comparable martial artists on the regular, while Chase is used to handle street thugs. He also lost a fight to Barry, a dojo master
