Both characters scale to baseline Street lvl according to their profiles and the speed is equalized but Joker seems to have the LS advantage where Batman has the stamina advantage.

Batman's h2h is obviously better than Joker but Joker has a revolver in his standard equipment and he would use that. Batman's Stealth Mastery would make it pretty easy for him to move around the battlefield undetected though and it would pretty much be over once he gets close to Joker. He would just disarm Joker and pretty much beat him up. Voting Batman here.
