Plus at least in the case of rebirth Batman I think he’s only Massively Hypersonic
So Nine would One shot him with his lightning

Well there aren’t really anti quirk weapons although he could try make gadgets to counter specific quirks
Or maybe mass production of quirk erasing bullets but the bullets would be easy as hell to dodge

He could create a Gas Anti-Quirk and things like that to another armor with those qualities, so that his blows cancel the Quirks

besides that Batman has extreme stealth

True that maybe once he takes away most of the heavy hitters quirks(Basically anyone in the verse who’s 8-B or Up)
He has a shot at taking them down with conventional weaponry I’m not refering to guns but more so stuff like Bombs missiles to take out the Quirkless heroes and villains
Although trying to get that quirk destroying gas on someone like All might All for One or Deku would be hard since they could probably generate Air Shockwaves to redirect it

I feel his primary targets would have to Be Nine All might All for One And Afo shigaraki since basically all of them have widespread AOE that can insta kill if they land
