Baseline Reality Tier in Reality Equalization

In situations where a world exists within a fictional story or game or something like that we equalize the "baseline" reality to be the normal "3-D" world, as per the reality equalization standards, and I've heard that the baseline reality cant be Tier 1 regardless of context. However, what about in situations where the baseline reality would normally be large enough to qualify for tier 1, like if it has non-insignificant size higher dimensions or has uncountably infinite universes or something along those lines, which don't have anything to do with ontological differences and would still be in the baseline reality, but would normally qualify for Low 1-C or higher? Would the Baseline reality still not qualify for tier 1 in those scenarios?
