Beerus could've been holding back. SSJ2 Vegeta (during Battle of Gods) was only to be on par with 10% Beerus which was Solar System level.

Beerus stated that he absorbed the God power when it ran out. Not to mention he used 70% on ssj goku. Base form should easily be around 40%
