In a weird way, Squall and Bartz already kind of scale off each other due to fighting the same Gilgamesh.

As much as I hate to say it, I think Squall takes both rounds due to a hefty speed advantage, and probably has better hax than Bartz (Hard to pin-point FFV characters due to the class system).

Now if this was a composite Bartz with all abilities from all classes, he'd be lot stronger than Squall.
 
I'm going to go with Bartz, both rounds. His time magic more than makes up for the speed disadvantage when compared to Squall's time magic, and Squall's GFs open him up to attack when compared to Bartz's summons. His hax also gives him a huge advantage, like resetting a battle whenever he wants to restrategize. the 12 sealed weapons and the brave sword offer far more versatility. If we take mimic into account, Bartz can do virtually anything that Squall can in terms of abilities, including summoning GFs.

TL:DR

Squall: Physically superior, and MAYBE more skilled.

Bartz: Outhaxxes Squall in just about every single way.
