Barney has only showcased that move while holding a paper star and having others blowing on it, and while he can summon people and craft materials, it'd be quite inefficient to say the least and thus shouldn't be the first move while bloodlusted normally.

Dismantle has to travel, so it'd have a delay over Barney spawning hax, so that'd even it out IMO.
