Hustle raises its attack at the cost of accuracy but it's not like it won't land a hit in life, and with Superluck the effect of some attacks will pin Izuku with ease.
On top of that, Izuku's entire moveset but Shockwaves are melee attacks which should be considered as Fighting Type attacks. Said attacks are less effective against Togepi (and Izuku scales below Togepi so it's even worst for him).
There's nothing suggesting that Togepi's Emp. Manip and the variety of hax it has wouldn't work on Deku. Sleep Manipulation probably wouldn't work due to Izuku's resistance but that's it. The rest of Togepi's arsenal is as good as lethal. He can debuff Izuku's attack to make his attacks even more weak and with its own Stats Amp the gap increases even more.
5% Deku is not just stronger than 0.25 tons, he is 1.05 tons scaling from Bakugou, and the AP of his kicks is duplicated by the Iron Soles, which means they are 2.10 tons.
One thing I hate about Pokemon matches is that people assume that Pokemons can use several skills at once, but they either attack, or use one skill to increase their stats, or use other skill to debuff their opponent, but they can't do it all at the same time.
Also, Togepi doesn't seem to have much experience in combat, so increasing its attack at the cost of accuracy is a really bad idea against someone like Deku, plus he has a far better stamina, and can take a lot more punishment than Togepi, so I vote for Deku via AP advantage, stamina and combat experience.
His first key is w/o One For All so there's not Iron Soles either. The third key has High 8-C for 20% and adding "and Iron Soles" isn't much of a problem.
I think it should, because it's a major power up. If it let Izuku to duplicates his power and jumps tier it should be listed.
OFA has nothing to with his Iron Soles, so they would also duplicate the AP of his normal kicks, it's not like he is permanently at 5% or something. I have separated the third key in my example to make it more understandable, besides in the future he will control 20% anyway, so we're gonna have to separate those two keys.
It's also not in the keys because it only increases the power of his kicks.
It's just his base form, he still have the Iron Soles equipped. Anyway, we are derailing this too much, I will ask other knowledgeable members of mha about this later.
