Little late, but I think that Corvo would win. They have roughly the same ranking, however Corvo has more experience (based off of age and from what I can tell off of training as well.) Although Azula has firebending, with corvo's abilities and the fact that Azula has a fairly common weakness of the solar eclipse, and her emotions while Corvo doesn't have any major weaknesses.
