As far as I can tell, you are actually right on this. There was a CRT a while ago that added this exact thing and its since been added to the page on omnipotence. There is a caveat on the page for there being multiple tier 0's but I don't think it applies to either Yog-Sothoth or Azathoth. How is it that there are always 2 Tier 0 in the same verse? except if the revision is not finished but it's weird unless there's an answer to it
If you want you can bring this up to someone who works on the Cthulhu Mythos or make a CRT on it yourself if you are up for it.There can, however, be distinction within Tier 0 if these distinctions don't introduce a variety of essences and substances in isolation and self-exclusion from each other. For example, if there are two characters A and B, and both are one and the samebeing/essence/substance,not being separate from each other even in their distinction. Bear in mind that such things must be stated to be the case, or at minimum have reasonable points of inference.
There are no scans provided though so I'm still a bit scepticalAzathoth embodies the infinitesimal point in his godly paradigm with Yog-Sothoth, existing as the microcosm half of the Supreme Archetype, an all-encompassing oneness/"All-in-One and One-in-All of limitless being and self" of animating essence that subsumes even the Ultimate Mystery that underlies all manifested phenomena and eclipses even the Ultimate Void and its transcendent inhabitants the same way they transcend the rest of existence
So the most plausible explanation is that it works like the trinity,As far as I can tell, you are actually right on this. EDIT: Nevermind, it seems like there is an explanation for them coexisitng that fits the caveat on the page for omnipotence:

That’s what it seems like, but I don’t see any scans to support their claimsSo the most plausible explanation is that it works like the trinity,
and that both share the same divine essence
