They are both baseline but Korra doesn't know how to redirect lightning, so Nabe wins via lightning spam, teleport, invisibility, forcefields and bunny girl.

Narberal either goes invisible and uses Chain Dragon Lightning or uses Charm Person to mindhax Korra, which for some reason isn't listed on her powers.
