Arthur Morgan vs Eleven Men

Oh yeah, was confused since was doing something else.

Penetrative power means bullets can actually pierce past something along baseline 9-B. And unlike a tree, Arthur's inside's aren't 9-B.
 
Arthur takes 9-B piercing power to his body on a regular basis tho. Guns in RDR2 are 9-B through and through.
 
He can take them, not shrug them off like he didn't get a scratch. Big difference.

Not to mention the important part is that they penetrate. Unless they end up opening and fragmenting, how much damage they deal is gonna be all about where they hit. A 9-C and 9-B bullet aren't gonna be much different if they hit the very same spot, unless the 9-B bullets were really high into 9-B and therefore hundreds of times stronger.
