After Lucifer was banished from heaven, he was forbidden to enter heaven and if he returned he would be destroyed by fire.

Lucifer goes to heaven to resurrect Chloe and he is destroyed by fire after saving her.

Lucifer returns after being destroyed by fire

Lucifer receives Low-Godly regeneration because he was able to return after being destroyed. Michael and Amenadiel are scaled to him and they get Low-Godly because they is an archangel like Lucifer

Lucifer receives Limited EE resistance with Lilith's ring, as he can resist destruction thanks to Lilith's ring.

How does "Destroyed by fire" translate to Low-Godly? Normally that would be Mid-High if burn to ashes is literal. Is "Destroyed by fire" meant more figurative that it's more so his body being erased?

Yes, "destroyed by fire" means his body being erased.

If you watch the scene, you can see that Lucifer is not burnt to ashes, but his body starts to erased.

The feat in question is actually suspicious. When I watched lucifer wasn't it more so implied that the reason he came back is coz at that point heaven recognised him as like "God" or something?
Even if you want to give him amenadeil and co should definitely not scale. They were beyond baffled that he survived meaning in all likelihood they themselves knew it is not something they would survive.
And lastly shouldn't this be like mid-godly or higher? Wasn't it supposed to completely destroy him including his soul?

No, it was not implied. Lucifer's body was erased and he was able to come back later. Everyone thought that since he had managed to come back from heaven, he must be the new god and gave up the war. As revealed in season 6, Lucifer did not become a god because he did not sit on the throne and did not have the powers and knowledge of God.

It's normal for them to think that they can't survive because no archangel has ever been exposed to something like this before, but Lucifer survived. And Amenadiel and Michael scaled it.
